Lauren joined Granicus in 2006. Her work in PR, marketing communications, and corporate communications has helped the company expand the visibility of its brand and products through webinars, 8 industry awards, speaking engagements, print collateral, websites, presentations, social media, national lead generation campaigns, and media relations. Currently, she’s responsible for generating market awareness and demand through product marketing, online marketing, and PR. Lauren is interested in all things related to Web 2.0 and cloud computing. She enjoys helping government leverage these tools to transform business processes and deliver more value to their citizens and the community.
Drew Baker
Account Manager
Drew Baker is the Account Manager for the Southern California area. He has been working in technology for five years and has a Masters Degree in Business Adminstration from John F. Kennedy University.
Matt Cichon
Training Specialist
Matt Cichon has been working with on Legislative Management solutions for 8 years. He’s worked as a Developer, Project Manager, Quality Assurance Specialist for Daystar Computer Systems. During that time he has performed workflow analysis for a wide variety of municipalities including Counties, Cities, School & Water Districts as well as the Cherokee Nation Indian Tribe. Now working for Granicus he has continued to training new clients on the Legislative Management suite as well as on Granicus’ other Transparency and Efficiency suites.
Tobias Cichon
Corporate Communications Manager
An open government and government efficiency evangelist for 15 years, Tobias was also the primary software architect for the fifth generation of Legistar®, Granicus’ newest Legislative Management Suite product. Joining Granicus in 2011, Tobias continues his passion for helping municipalities and government entities engage in effortless openness and develop streamlined workflows. Tobias began his career at Daystar Computer Systems in web development and writing applications to refactor agenda and minutes reports into HTML for the first web publications by local governments in the mid-nineties.
Rebecca Cleary
Product Training Specialist
Rebecca Cleary has been a member of the Granicus team since July 2008. She is responsible for having a deep understanding of the Granicus Product Suites and successfully training clients on their software solutions. She approaches each training as an opportunity to consult with clients to maximize and ensure their efficiency and success. Prior to Granicus, Rebecca had years of experience in Corporate Training, Marketing, Industrial Design and Project Management. Rebecca holds a BA in Broadcast Electronic Communication Arts and a MA in Industrial Design from SFSU and has successfully completed course-work with Langevin Learning Services on How Adults Learn.
Erin English
Account Development Representative
Erin has been an Account Development Representative at Granicus for about six months, specializing in the Software as a Service industry for the past three years. She is responsible for helping local government organizations across the country exceed their transparency and citizen participation goals by educating them on the latest technology trends. She is passionate about new developments in SaaS and helping organizations stay up-to-date with the best possible ways to engage their community at a low cost. She loves to travel to government conferences across the country to meet with government agencies in order to better connect and build ongoing relationships with them.
Ginger Hall
Trainer & Agenda Management Specialist
Ginger has nearly 12 years of experience working with local governments to implement agenda management solutions. All of the agencies she's worked with have successfully transformed the way they manage a piece of legislation from inception to final approval. She knows what it takes to make any legislative process more efficient and effective.
Carolyn Hardy
Product Training Specialist
Carolyn is responsible for the success of our clients by training them on their software suites both onsite and online. She is very knowledgeable about Granicus’ solutions and enjoys helping our clients excel through innovative uses of technology. Carolyn is an expert at consulting governments on the best ways to apply technology to reach citizens and solve business problems. Carolyn’s background in helping people overcome challenges through Software as a Service technologies was cultivated through her work in Thailand as a Teacher Collaborator and Community Outreach volunteer for the US Peace Corps and at a document management company that helped law firms track and store electronic documents.
Laura Hibben
Director of Marketing Operations
Laura has worked with Granicus since 2005 and is responsible for all marketing events, demand generation and operations to support the sales and marketing key initiatives. Laura is the face of Granicus Events, she has managed over 300 conference across the county and helped to build partnerships and relationships with many key associations and their members.
Thao Hill
VP of Sales
Thao started at Granicus in 2005. He has over 11 years of experience in legislative information technology and used this knowledge to achieve success in many different roles at Granicus including sales, partnerships, product development, and customer service. Today, Thao heads-up Granicus’ Sales team which delivers technology to meet the unique needs of local, state, and federal governments organizations. He is an expert in Granicus technology and helping government agencies advance cost-efficiency, collaboration, and transparency. Previously, Thao worked at Exxon-Chemical as an Advanced Control Systems Engineer and was the Chief Technology Officer for a legislative technology firm in Baton Rouge, Louisiana. During his tenure there, he worked with many state and local legislative clerks to create software and technology to automate legislative processes.
Aileen Horgan
Citizen Participation Product Manager
Aileen has worked at Granicus since 2008 and is the Product Manager for the Citizen Participation Suite. She works closely with our customers and developers tohelp maintain and enhance a product that helps public organizations connectwith citizens in meaningful and innovative ways online. Previously, Aileen worked as the Product Marketing Manager and before that the Client Success Specialist.
Jon Johansen
Legislative Management Product Manager
Prior to Granicus, Jon worked for Daystar Computer Systems for 12 years. He worked with local governments on designing, implementing, and supporting their Legistar solutions. Now that Daystar has joined forces with Granicus, Jon is a product manager who's committed to enhancing your legislative products with new features and innovations.
Mike Kelly
Customer Care Engineer
Mike came to Granicus in December 2006. Over the years, he’s held a number of roles which have helped contribute to the company’s high levels of customer satisfaction, including his coordination of Granicus University content as the Education Development Manager, his position as Product Training Specialist, and now, Customer Care Engineer. Mike is a Connecticut native, holds a Marketing degree from California State University, Northridge, and is two-time NYC marathon finisher (1991 and 1995), and one-time Los Angeles Marathon finisher (1996)!
Jay Kilian
Program Manager & API Guy
Since 2005, Jay has held a variety of roles at Granicus, including leading our operational efficiency and customer advocacy teams. He’s implemented processes and systems that resulted in better services for our customers. Currently, Jay is responsible for all Granicus integration technologies. His extensive knowledge of API’s makes this possible. He’s an evangelist of our open platform and he works effectively with partners and developers to integrate and innovate successfully with Granicus solutions.
Alexandria Maruska
Canada Market Manager
Alexandria has over 13 years of experience in sales and business development, with a focus on developing and implementing enterprise software solutions and providing strategic consulting for International Government, Higher Education, and K-12. She has worked with a variety of government agencies, educational institutions, and technology companies, including early-stage start-ups and growth companies, and is dedicated to helping them achieve their goals while building long-term business relationships. She holds several different roles at Granicus from new client acquisition, account management, and strategic planning.
Matt McFarland
Product Manager
As the Product Manager for several Granicus suites, Matt oversees product strategy and design and works with clients to ensure their needs are met. Now in his third role at Granicus, Matt previously worked in customer service and product deployment where he honed his skills at providing quick, informed, and effective client support. He’s passionate about designing products that clients love and that also help agencies attain their transparency and citizen participation goals through technology. Outside of Granicus, Matt enjoys playing ice hockey, motorcycling, snowboarding, water skiing, and playing music.
Dan Melton
Dan Melton, Deputy CTO, Office of the CTO
Dan joined Javier and Ben in the Office of the CTO at Granicus in the end of January. He was previously the founding CTO of Code for America and an entrepreneur in SaaS solutions for health and economic development in local government. He has a PhD in Public Affairs and a Master in Public Administration from the Henry Bloch School in Business and Public Administration at the University of Missouri-Kansas City. Javier Muniz
CTO & Co-Founder
As CTO Javier draws on his broad knowledge of networking and application development to provide direction on product strategy and design for Granicus’ product development team. Javier enjoys leveraging new technologies to solve pervasive business issues for Granicus and its customers. In his role, he’s able to act as a visionary and technical expert to ensure products meet the desired goal for the company and our valued customers. Javier began his career at Sun Microsystems designing and managing remote access components of the Sun global network infrastructure. Later, he went on to WebTV Networks where he designed and developed applications used by the Network Operations Center to manage over 600 nodes that supported over 1 million active WebTV subscribers.
Tom Spengler
CEO & Co-Founder
Tom co-founded Granicus, Inc. as Chairman and CEO in 1999. Under Tom’s direction, Granicus has risen to the top of the government cloud computing industry. The company has been consistently ranked among the fastest growing companies in the Silicon Valley and North America. Granicus’ award-winning software has also been recognized nationally for helping hundreds of government agencies provide a more streamlined and open government. Prior to Granicus, Tom worked at Accenture, performing internet strategy for companies such as E-Trade and Q-pass and at Hewlett Packard to develop leading Intranet communications tools. Tom’s an Advisor for his Alma mater, Cal Polytechnic University San Luis Obispo, a frequent public speaker at government tradeshows across the country, a certified teacher for the International Institute of Municipal Clerks (IIMCC), and a member of the MCEF Board of Directors.
Chris Voorhees
Account Manager
Chris has been a Granicus Account Manager for over 3 years, serving our East Coast and Colorado client bases. Extremely passionate about client satisfaction and overall solution success, Chris most enjoys onsite client visits, upgrade project management and serving as a sole point of contact for his clients. In addition to these facets of his position, Chris most enjoys the relationships he has developed during his tenure at Granicus while looking forward to continuing to provide superior customer service and advisory assistance to his clients (when he is not on the golf course).
Kelly Whelan

Kelly Whelan joined Granicus as a Marketing Coordinator in early 2013. Since earning her bachelor’s degree in Business Administration and Marketing Management from California Polytechnic State University, she has been honing her skills in marketing communications and events.
Jennifer Whiddon
Account Development Representative
Jen earned her bachelor’s degree in Political Science and French from Tulane University. After graduating in 2010, Jen joined the Granicus family as an Account Development Representative. She is passionate about helping government agencies realize the value of becoming more transparent, efficient, and communicative with their constituencies. In her free time, she teaches Hatha yoga to students in the San Francisco Bay area.
Skippy Williams
Account Manager
Since joining Granicus in 2007, Skippy has been a part of the training, customer care, and product development teams. Skippy settled down into product management, particularly focusing on the vision and success of the Granicus Open Platform and Government Transparency Suite products. An unabashed liberal, Skippy is a firm believer in the value of government services, and is passionate about bringing more value to all of the government agencies that work with Granicus. Outside of Granicus, Skippy is the co-founder of The Jack and Buena Foundation and volunteers his time to share the outdoors with Stanislaus County kids through summer resident camp.
